A Guide to Freedom Camping in Hawke's Bay: Rules, Designated Zones, and Etiquette

Updated 22 October 2026

Hawke's Bay is a wonderful destination for a motorhome road trip, with its sweeping coastline, sunny vineyards, and peaceful river valleys. For campervan travellers, freedom camping offers a flexible way to explore the region. However, parking overnight requires navigating national legislation and local council rules that vary between Napier, Hastings, and Central Hawke's Bay.

Here is a practical overview of legal freedom camping in Hawke's Bay, covering certified self-containment rules, designated sites, stay limits, and responsible camping etiquette.

Certified Self-Contained Vehicle Standards

Before setting off, ensuring your vehicle complies with national standards is essential. Under the Self-contained Motor Vehicles Legislation Act, New Zealand has transitioned from the older blue sticker system to a mandatory green warrant card.

To freedom camp on public land restricted to self-contained vehicles, your campervan or caravan must display a valid green warrant. To qualify, vehicles must feature a permanently fixed toilet plumbed into a sealed holding tank; portable toilets no longer meet certification standards. Certified vehicles must also include compliant freshwater and wastewater tanks capable of supporting occupants for at least three days without external facilities, plus a lidded rubbish bin.

If you are travelling in an uncertified vehicle, standard car, or tent, freedom camping is prohibited on public land across Hawke's Bay. Campers without certified self-containment must stay in commercial holiday parks or serviced campgrounds.

Hastings District: Rules and Designated Reserves

Hastings District Council manages freedom camping through reserve management plans rather than an open bylaw. Camping in non-certified vehicles or tents is strictly barred from all public parks, reserves, beaches, roadsides, and riverbanks.

For certified self-contained vehicles displaying a current warrant card, council policy permits overnight parking at seven designated locations for up to two consecutive nights per calendar month per site:

  • Evers-Swindell Reserve (Clive): Beside the Clive River near Clive township. Parking is allowed only at the playground end of the sealed car park on district council land; Hawke's Bay Regional Council land past the boat ramp is strictly prohibited. The area can flood during heavy rain or high tides. On-site toilets are provided.
  • Clifton Road Reserve (Te Awanga): Beachfront parking between Haumoana and Te Awanga, near cycle paths and wineries. Toilets are available.
  • Haumoana Domain: Beachfront reserve at the Tukituki River mouth with public toilets.
  • Pakowhai Country Park Car Park: Located three kilometres north of Hastings. Camping is confined to the district council car park; the adjacent regional council reserve prohibits camping. No toilets are on-site.
  • Puketapu Domain: Beside the Tutaekuri River, featuring a playground, barbecues, and public toilets. When ground is sodden, particularly in winter, gates are locked and camping is banned. On-site bore water is not drinkable.
  • Dartmoor Bridge Reserve: A basic riverside spot in the Dartmoor Valley with no toilets.
  • Eastbourne Street Off-Street Car Park: In central Hastings. Overnight parking is free from 6:00 pm to 8:00 am; standard meter charges apply from 8:00 am to 6:00 pm.

Campers must maintain a three-metre spacing between vehicles, park tow vehicles at 90 degrees, keep dogs leashed, light no fires, and limit generators to two hours daily between 8:00 am and 8:00 pm. Certified vehicles may also park overnight on standard Hastings streets under normal road rules, provided they do not remain unmoved for seven days.

Napier City: Approved Sites and Bylaw Limits

Napier City Council oversees freedom camping under its Freedom Camping Bylaw. Certified self-contained vehicles may park on non-prohibited council land for one night only. Alternatively, the city provides four designated freedom camping sites on a first-come, first-served basis:

  • Pump Track Car Park: Off Marine Parade near Ellison Street, allowing certified vehicles to stay up to three nights.
  • Te Karaka / Perfume Point Car Park: In Ahuriri, limited to four marked spaces for a maximum of two nights.
  • Northern Marine Parade Car Park: Located along the foreshore, offering four marked bays with a two-night limit.
  • National Aquarium of New Zealand Car Park: Provides four designated spaces available strictly between 5:30 pm and 7:30 am, with a two-night limit.

Campers may stay a maximum of 10 nights within any rolling 30-day period on council-managed land. Tents, alcohol, fires, and washing lines are prohibited across all sites. Freedom camping is completely banned in zones with speed limits over 50 km/h, retail districts (CBD, Marewa, Taradale, and Tamatea), McLean Park, Westshore Beach Reserve, the Foreshore Reserve car park off SH51, and all grassed reserves and sports fields.

Central Hawke's Bay and DOC Campsites

In Central Hawke's Bay, freedom camping is managed across permitted, restricted, and prohibited zones under a district bylaw. Coastal sites include:

  • Pourerere Beach: Camping is permitted in signposted areas, but stays during peak summer (15 December to 29 February) require an advance permit allocated through a spring ballot.
  • Aramoana Beach: Three allocated spaces at the end of the public car park permit certified vehicles for up to three consecutive nights.
  • Kairakau Beach: Certified self-contained vehicles can stay up to three nights on signposted grass at the northern end of Kairakau Beach Road.
  • Tommy Ireland Point Lookout: Certified motorhomes may camp for up to three nights on Pourerere Beach Road.

Central Hawke's Bay enforces a year-round fire ban on all beaches. Campers must leave by noon on departure day and relocate at least one kilometre away if camping again within a week.

The Department of Conservation (DOC) also manages free campsites in the wider region. Lake Tūtira, 31 kilometres north of Bay View on State Highway 2, provides a free, year-round campsite near the park entrance with walking tracks and lake recreation. Along Waitara Road off State Highway 5, the Waitara / Glenfalls Campsite on the Mōhaka River offers basic free camping strictly for certified self-contained vehicles, as cyclone damage removed toilet facilities and river levels present flood risks.

Dump Stations and Responsible Etiquette

Responsible waste disposal is critical across Hawke's Bay. Never discharge greywater or sewage onto the ground; use designated public dump stations:

  • Hastings: Kenilworth Road in Hastings and Napier Road in Havelock North.
  • Napier: 7 Domain Road in Westshore, Marine Parade at the Pump Track, and 104A Latham Street in Marewa.
  • Central Hawke's Bay: River Terrace in Waipukurau.

Carry all rubbish out or use municipal transfer stations, as reserve bins are reserved for casual day litter. Following these local rules ensures Hawke's Bay remains open and welcoming to responsible campers.
